Bureau of Land Management

  • BLM Canyon County District, Monticello Field Office is implementing a soft closure. Please visit their website for updates.
  • The General office number for the Monticello Field Office is 435-587-1500, the San Juan River information line is 435-587-1544,  Cedar Mesa Information line is 435-587-1510
  • Camping: Dispersed camping and campground are OPEN. 
  • The Kane Gulch and Sand Island Ranger Stations are temporarily CLOSED. Advanced reservations are required for backpacking and visiting Moonhouse, and are available on recreation.gov. For more information please contact the Monticello Field Office: 435-587-1510
  • Special Use Permitting: 
    • Cedar Mesa permits are open, and no longer being cancelled
    • San Juan River permits are open

National Parks Service Southeast UT Group

2/2/21- Face masks are now required in all NPS buildings and facilities. Masks are also required on NPS-managed lands when physical distancing cannot be maintained, including narrow or busy trails, overlooks and historic homes.
(Read: The President’s Executive Order on Protecting the Federal Workforce and Requiring Mask-Wearing.)

  • Canyonlands NP OPEN- Roads, trails, campgrounds, and restrooms are open. Needles Visitor Center is closed for the season Nov-March.  Island in the Sky Visitor Center is open Thurs-Mon 9am-4pm. (Group campsites remain closed until further notice.) www.nps.gov/cany/index.htm

  • Natural Bridges NM OPEN- Roads, trails, and restrooms are open.  As weather and staffing allow, rangers provide visitor assistance outside the visitor center 9 am–noon and 2–4 pm, Thursday through Monday. The bookstore remains closed at this time. Navajo Tribal Parks

Monument Valley Tribal Park* - Re-opened at 50% capacity on Thursday, July 8th, 2021 (Mask mandate remains in place)

*Please note, Monument Valley Tribal Park is currently allowing private vehicles to enter the park as far as the main viewpoint at the Visitor Center. In addition, 25 private vehicles at a time are now allowed on the 17 mile, unpaved valley road. (This is regulated by a free permit upon arrival. Permits are available on a first come, first serve basis.)  
Current park hours: 8:00am-5:00pm. (Winter loop drive hours: 8:00am-2:00pm)
Guided tours are still available, and may be a quicker way to gain access to the valley road, depending on time of day, number of visitors waiting to gain access, etc.

SEUALG RLF Emergency Loan Program, Application = Open, FCFS

Application Directions

The purpose of this loan program is to provide financial relief to small businesses in San Juan county that are likely to experience a decrease in business due to an unforeseen emergency. These funds will be made available through the Revolving Loan Fund (RLF) that has been established prior to this.

All funding available through this program will be distributed on a first come, first served basis. Applications should be submitted as soon as possible.

The program is intended to help businesses retain their employees and remain financially stable during a time of economic hardship. The loans provided by this program are intended to bridge the gaps for what may be a shortened financial hardship period.

Loan Program Guidelines:

  • Loan Maximum: $10,000
  • Loan Minimum: $5,000
  • Interest Rate: 4%
  • Loan Term: 3 year Term with 3 Months Deferred Payments, 9 Months Interest Only Payments, 2 Years Amortized Payments
  • Businesses Must be Able to Prove a Need for Emergency Funds
  • Business must be current on all business taxes (ie: TRT, sales, payroll)
  • Loan Funds May Only Be Used For:
  • Working Capital
  • Marketing
  • Inventory

Repayment for loans received from The Southeastern Utah Association of Local Governments (SEUALG) Emergency Loan Program will be deferred for approximately 90 days following the expiration of any state or federally approved crisis.

Requirements:

  1. Have a current lease on commercial property in the state of Utah
  2. Claim Utah as their principal place of business
  3. Be in operation with fewer than 100 employees on Feb. 15, 2020
  4. Demonstrate at least a 50% loss of gross monthly revenue after March 1, 2020, as a direct result of the COVID-19 pandemic
  5. Not received funds from the COVID-19 Agricultural Operations Grant Program (funded with federal CARES Act monies
  6. Completed applications are accepted on a first-come, first-served basis.

An applicant determined to meet eligibility requirements will receive an amount, not to exceed $10,000, between 25% and 100% of a single month of its business lease amount. The percentage is based on a formula that takes into account the company’s loss of gross revenue. The formula also considers whether the company received funds from the CARES Act Paycheck Protection Program (PPP) managed by the U.S. Small Business Administration.

The Utah Leads Together Small Business Bridge Loan program uses approximately $8 million in repurposed state economic development funds. Additionally, the Utah Department of Workforce Services has contributed $500,000 to the program.

Loan amounts range from $5,000 to $20,000 with 0% interest for up to a 60-month period. Loans cannot exceed three months of demonstrated operating expenses. Loan payments are deferred for 12 months, and GOED will use at least 25% of the program funds to support rural Utah businesses.

There are guidelines, eligibility requirements and required information that must be submitted with applications.

The following are some highlights, but please refer to utahgoed.info/loan for complete details.

  • Criteria Highlights
  • Businesses must be established and licensed before January 1, 2020, and in good standing with the Utah Division of Corporations and Commercial Code (will be verified here).
  • Applicants must have employees on their payroll for whom they have had payroll taxes withheld (i.e., W-2 employees).
  • Applicants must provide six months proforma of estimated lost revenue or other documented loss evidence.
  • Eligibility Highlights
  • Businesses that have experienced severe economic impact due to the COVID-19 pandemic.
  • Businesses that can demonstrate a multiplier impact on other industries.
  • Businesses that play a key role within a strategic state supply chain.
  • GOED will determine the eligibility of applicants. Applying is not a guarantee of funding.
  • Requirement Highlights
  • Financial statements: profit and loss, and balance sheet statements for the previous year, and most recent quarter or month.
  • Last year’s business state of Utah tax returns (2019 or 2018).
  • A copy of the business lease agreement or mortgage statement for the business location.

Utah small businesses can apply for the Utah Leads Together Small Business Bridge Loan starting on March 31, 2020.

Federal Relief Package (3 Phases)

The Federal Assistance package is a three-part bill:

Phase 1: The Aid package came first, about $8 billion (PASSED)

Phase 2: Then the Families First Coronavirus Response Act (PASSED)

Phase 3: The Coronavirus Aid, Relief and Economic Security (CARES) Act (PASSED)


Phase 2: Families First Coronavirus Response Act (H.R.6201) - PASSED

Congress has passed H.R. 6201, the Families First Coronavirus Response Act. This bill does several things:

  1. Establish a federal emergency paid leave benefits program for employees taking unpaid leave pandemic
  2. Expand unemployment benefits and provide grants to states for processing and paying claims
  3. Require employers to provide paid sick leave to employees
  4. Establish requirements for providing COVID-19 diagnostic testing at no cost to consumers
  5. Treat personal respiratory protective devices as covered countermeasures that are eligible for certain liability protections
  6. Temporarily increase the Medicaid federal medical assistance percentage (FMAP)

USDA AGRICULTURE DISASTER RELIEF

On Friday (3/13), the U.S. Department of Agriculture (USDA) announced a primary agricultural disaster designation for counties in Arizona.  Under this disaster designation, producers in contiguous counties in Colorado, New Mexico, and Utah (San Juan County) also qualify for benefits.

SBA Disaster Assistance in Response to Coronavirus

  1. The Economic Injury Disaster Loan (EIDL) program. The SBA approved the entire state of Utah as a “disaster area,” allowing eligible small businesses and private nonprofits across our state affected by COVID-19 to apply for disaster relief loans. An SBA EIDL loan provides a working capital loan of up to $2 million. More information here. 
  2. Loan Advance. The Loan Advance/Emergency EIDL ($10K) is an emergency economic disaster relief loan advance. It will be an SBA administered program for affected businesses. To further clarify, businesses need to request the advanced cash payment through the SBA in their EIDL application.
  3. SBA Express Bridge Loans distributed by local SBA lender, this is a bridge loan while waiting for your EIDL.
  4. The SBA 7a or Paycheck Protection Program (PPP) was established by Congress in the CARES Act and provides 100% federally-guaranteed loans to eligible small businesses and nonprofits. Loan payments are deferrable for at least six months and up to a year. The maximum loan amount is determined by a business’s average payroll costs, up to $10 million. Portions of the loan may be forgiven if an employer maintains its payroll and employees during COVID-19. For more information please contact your local lender, this loan will be distributed by local SBA lenders (Wells Fargo & Zions).

2 - SBA Loan Advance/Emergency EIDL, Application: Closed

These are direct loans made by SBA (not through private lenders). Up to $10,000 Economic Injury Disaster Loan Advance if you qualify.

Funds will be made available within three days of a successful application, and this loan advance will not have to be repaid.

In order to qualify for the Advance, you must submit this new application even if you previously submitted an EIDL application. Applying for the Advance will not impact the status or slow your existing EIDL application.

This application is quick, the only "numbers" you will need to initially provide are:

  • Gross Revenues for the Twelve (12) Month Prior to the Date of the Disaster (January 31, 2020)
  • Cost of Goods Sold for the Twelve (12) Month Prior to the Date of the Disaster (January 31, 2020)

In the third step be sure to check the box that you would like to be considered for the loan advance, enter in bank information, and then submit.


3 - SBA Express Bridge Loans, Applications: Closed

Apply: Talk to your local SBA lender (click here for list)

  • Those currently in business with an SBA Express Lender can access up to $25,000 with limited paperwork

  • Bridges the gap while applying for an EIDL loan

  • Repaid in full or in part by proceeds from the EIDL loan


4 - SBA 7a Paycheck Protection Program (PPP), Applications: Open

Many Utah Banks and Credit Unions are already SBA-approved lenders and can choose to participate in the PPP loan program. Speak to your lender or visit the SBA’s Lender Match website to find a qualified lender.

Eligability:

  • An eligible small business, nonprofit, veterans organization, tribal business, independent contractor, sole-proprietors, and other self-employed individuals can qualify for a Paycheck Protection Program loan if the business existed with payroll, self-employment, or independent contractor expenses on or before February 15, 2020 and has fewer than 500 employees or meets SBA industry size standards. Speak to your lender or the SBA to determine eligibility. 
  • Allowable uses of loans include payroll support, such as employee salaries, paid sick or medical leave, insurance premiums, and mortgage, rent, and utility payments

Forgiveness Eligability:

  • Loans may be forgiven for payroll, interest on mortgage payments, rent, and utilities expenses incurred during the 8-week period after the origination of the loan. 
  • The loan forgiveness amount is contingent on several conditions, including maintaining employees. There are limits to the amount that may be forgiven, including restrictions on any compensation above a $100,000 annual salary. Applicants should review and discuss these conditions carefully with their lender.

U.S. Chamber of Commerce 

The Pandemic Emergency Unemployment Compensation (PEUC) program is now available for Utahns. This is the fifth and final CARES Act program to be implemented in the state. PEUC will allow eligible individuals who have exhausted their benefits to receive up to 13 weeks of additional unemployment benefits.

Those who have already exhausted their benefits and have stopped filing weekly claims should visit jobs.utah.gov/ui/home/initialclaims and select “File New or Reopen Claim” to complete a claims application. The system will then determine if the individual is eligible for an extension. Individuals may be eligible for retroactive extended benefits back to March 29, 2020. This is a federally funded and regulated program. Benefits paid will not be taken from Utah’s unemployment insurance trust fund.

EMPLOYEES – UNEMPLOYMENT AND WIC

If you have lost your job or had hours reduced, there is help. Click on these links —> for unemployment insurance benefits, and Utah’s WIC program.

SEASONAL UNEMPLOYMENT DEFERRALS

  • DWS has extended seasonal deferrals through May 2nd in light of COVID-19; we could see another extension, possibly to the end of May or June, if the virus continues to spread in the State of Utah.
  • Many of the individuals on seasonal deferrals have been granted up to 26 weeks of benefits from the start of their claim to be able to file through this date. If you have questions about this deferral or if a new claim is denied, please contact DWS by calling 801-526-4400 or opening a chat on jobs.utah.gov

UNEMPLOYMENT INSURANCE

  • In order for an unemployment insurance extension to be triggered, the statewide insured unemployment rate has to be 6%; Utah is currently at 1%. Therefore, the State of Utah does not have a special extension. It is highly unlikely that Utah will reach the 6% rate, so we do not expect an unemployment insurance extension.
  • Temporary extensions of unemployment insurance have to be approved by congress.
  • If any claim extension issued by congress is released via a, DWS will let the State and local governments know and they will also notify employers and employees via email.
  • The Federal Stimulation Package bill has been sent to the President for signature, but at this time we do not know if the unemployment extension is included in the bill.

The Administration for Native Americans supports Native American communities by providing financial assistance and capacity building, gathering and sharing data, and advocating for improved policies within HHS and across the federal government. ANA has several programs. to view the funding opportunity announcements click the individual opportunities below:

SEDS grants fund social and economic development projects in on- and off-reservation native communities and provide federal support for self-determination and self-governance among Native American people. SEDS program areas that support tourism include:

EMERY TELCOM: FREE INTERNET (K-12 & UNIVERSITY STUDENTS)

As our region prepares to keep the public safe and healthy with the COVID-19 pandemic, Emery Telcom is devoted to doing our part. To ease the stress and burdens on families, if you have a student K-12 or a student attending college and do not have Internet service with Emery Telcom, we are offering free Internet and a phone line until the end of the school year (May 31st, 2020).

Universities around the state have moved all courses online. Emery Telcom wants to encourage these students to continue their education without the worry of not having Internet access. We will provide free Internet to families with college students living at home that do not currently have service until May 31st, 2020. If COVID-19 continues to affect the summer college session Emery Telcom is prepared to extend this program into the summer semester.

We do not know if the K-12 schools will close, but we do know that more kids will be at home with the virus spreading. Emery Telcom wants families to be prepared if the school districts move to an online curriculum. Emery Telcom will provide free Internet to families with K-12 students living in their homes that do not currently have Internet service with Emery Telcom until the end of the school year, May 31st, 2020.
If your household falls in one of the categories listed above and is in need of Internet and/or a phone line and currently not an Emery Telcom customer, we ask that you provide proof that your child is enrolled in one of the local schools. This applies, even if you currently have wireless Internet service from another provider. Emery Telcom’s superior Internet is designed for the current high bandwidth demands that your child will need.
